The following Rules and Regulations apply during and in preparation for the Columbia County Fair & Rodeo. These rules are enforced to provide an equitable and organized event and to keep fairgoers and participants safe.

 

Exhibitor Rules and Regulations
 
1.    Exhibitors are requested to study the rules carefully as rules will be rigidly enforced. Presentation of entry form denotes acceptance of all Columbia County Fair rules by the exhibitor. Failure to follow the Exhibitor rules can result in the forfeiture of premium money and potentially the privilege to show at future Columbia County Fairs.
 
2.    To be eligible for competition, exhibits must be entered during scheduled department entry times.

3.    Entries must be made on official Columbia County Fair entry forms. Entry forms must state exhibitor’s name, address, telephone, date, class and lot numbers, and must have the exhibitor’s hand written signature. Wrong numbers may cause entry to be disqualified. Required fees must accompany entry forms if applicable. Entry deadlines are listed under each Department’s Rules.

4.    The Fair Board or its Administrator reserves the right to limit entries based on the facilities available, and to limit the number of entries by any one exhibitor. Columbia County residents meeting entry deadlines will be given registration priority. The Fair Board or its Administrator reserves the right to reassign exhibits to alternative categories or return entries and cancel any class or lot in which, in its judgment, the entries are insufficient to provide adequate competition.
 
5.    Individual articles that are entered as a set can’t be divided up and also compete for single premiums

6.    No animal or article will be assigned a place until after entry forms have been properly completed.
 
7.    All entry tags shall be securely attached to stall, pen, shelf or receptacle.

8.    Entries must be in place and must be removed only at the schedule times; any exception to this rule shall be at the discretion of the Fair Board or its Administrator and could cause forfeit of premium monies.

9.    Articles for competition may be entered only by the owners. Grains, fruits, vegetables and dairy products must have been raised by the exhibitors during the past year, except where stated in the department rules.
 
10.Animals or articles owned and exhibited by members of a family sharing the same address shall not be deemed as competition in the Open Class.
 
11.Every article in the competition must correspond to the number and description in the premium list. No entry or registration changes are permitted after Judge’s have completed their Judge’s Books.
12.Fees will be forfeited on entries made and not exhibited.
 
13.Entry clerks shall retain possession of entry books during Fair and allow no inspection except by a person authorized by the Fair Board. Clerk Books and all records MUST be returned to the Fair Office on the last day of Fair. NO EXCEPTIONS.
 
14.All exhibit wrappings, containers and materials must be removed by exhibitors before opening day.

15.Exhibitors are limited to two premiums in any such class.
 
16.Awards shall be designated by colors as follows: 1st – blue, 2nd – red, 3rd – white.

17.Department Superintendents are not eligible to enter in their Department for Judging, but are encouraged to display for “show” their articles or animals.
 
18.All non-animal departments will be closed to the public during judging. No person shall be allowed to interfere with Judges during the judging, or with the Fair Office, or to offer any criticism of exhibits. Violators of this rule shall be excluded immediately from the judging area and from competition, and be subject to such additional penalties, including cancellation of awards, as the Fair Board or its Administrator may consider proper.
 
19.If available, the first bedding for livestock barns will be furnished by the Columbia County Fair. All livestock must be double tied in stalls Livestock may NOT be bedded outside the barns.
 
20.Protests may be filed by exhibitors in writing to the Columbia County Fair Board within 24 hours of the judging. Any protest must be accompanied by a $20.00 deposit, a sum which will be forfeited if the protest is not sustained. Protests shall be adjudicated by the Fair Board or its Administrator.

21.All award sheets must be signed by the Judge’s and the Department Superintendent before delivery to the Fair Office.

22.Special awards may be offered to entries in some classes, that have not been publicized.
 
23.All premiums and claims not called for within 14 days after the last day of the Fair will be forfeited back to the premium accounts of the Friends of the Fair and Columbia County.

24.Exhibitors participate at their own risk. The Fair Board or its Administrator will provide assistance toward recovery of any exhibit which is damaged, destroyed, stolen or lost but shall not be liable for any damages. Exhibitors agree to indemnify, defend and hold harmless Columbia County, the Columbia County Fair, its officers, employees and agents, both privately and in the official capacity from any and all damages, liability or injuries. Exhibitors must remove exhibits within designated release times. Items left after the closure of the exhibition will be at the owner’s risk.

25.The Fair Board reserves the right of nonpayment of all premiums or a percentage deduction of all premiums, won by the exhibitors when, on account of inclement weather or other unforeseeable circumstances, finances of the fair are insufficient to pay premiums either in partial or full payment.

26.Publishing the exhibitor information and premium payout will be the responsibility of the Fair Office.

27.Premiums will not be awarded to articles or animals of inferior merit even though there may be no competition.
 
28.No “For Sale” signs shall be allowed on exhibit articles or livestock during the week of Fair. The only sale of animals shall be through the Livestock Auction Committee.

29.Professionals, including teachers, judges, instructors, advisors and owners/operators/demonstrators engaged in business relating to their area of exhibit, or those who sell their items for more than cost, must enter “Professional” sections.
 
30.The Friends of Fair and Columbia County have developed a premium fund which is distributed for Open Class Awards. Premium amounts are determined jointly by the Friends of Fair and Columbia County as funds are made available.
 
31.There shall be no modifications or improvements to Fair property without written permission from the Fair Board. Fair related improvements shall first go through each Department Superintendent.
 
32.No Food or drink will be allowed in the barns & petting zoo area. It is highly recommended that all bottles, pacifiers, and other drink containers be put away before entering the barns. We recommend washing your hands before eating and when leaving the barns or petting zoo area.
ANIMAL SPECIFIC RULES AND REGULATIONS
 
1.    All livestock must be the property of the exhibitor and shall so appear on the records or their respective breed associations. A Certificate of Registration must accompany each animal. When papers are not available for animals under one year, the owner must provide proof of breed registry eligibility. Market animals, horses or other commercial cattle do not need to be registered.
 
2.    All livestock is required to go through and be cleared at a vet check prior to entering the grounds. Exceptions require the Fairboard or Administrators approval.
 
3.    If available, the first bedding for livestock barns will be furnished by the Columbia County Fair. All livestock must be double tied in stalls. Livestock may NOT be bedded outside the barns.
 
4.    No refunds of entry fees shall be made without a certificate of disability issued by a veterinarian, and a refund form is filled out. The form must be signed by the exhibitor and the Department Superintendent prior to the form being submitted to the Fair Office. No refunds of stall fees will be made after the start of the Open Horse Show. All requests must be on a refund form with the signature of the exhibitor and Open Horse Superintendent. All refunds are subject to approval of the Fair Board or its Administrator. Refunds will be mailed approximately eight (8) weeks after the Fair.
 
5.    All animal exhibitors must keep their stock, stalls and pens in good, neat condition and open for inspection from 9:00am to 10:00pm each day. Stall and pen areas must have clean bedding and are to be kept uncluttered at all times. All paper, plastic, glass must be put in designated recycle containers and non-recyclables put in the trash.

6.    Horses may be ridden on the Fairgrounds only in designated areas. The camping area is not a designated area.

7.    All Open Class livestock, except horses, must be in place before 10:00pm Tuesday, the week of Fair. Livestock are not permitted on the grounds before 8:00am that day unless authorized by the Department Superintendent, Fair Board or its Administrator. See individual department rules for specific arrival times.

8.    Manure and waste disposal areas will be marked. Instructions are available from Department Superintendents.

9.    Exhibitor required to deliver additional feed on the grounds by vehicle may do so during the hours of 6:00am to 9:00am. All other hours, feed must be carried in.
 
10.No Food or drink will be allowed in the barns & petting zoo area. It is highly recommended that all bottles, pacifiers, and other drink containers be put away before entering the barns. We recommend washing your hands before eating and when leaving the barns or petting zoo area.
 
11.All persons showing animals in the ring must wear clean and appropriate clothing. No one will be permitted in the judging ring at time of judging except those authorized by the Fairboard or Administrator.
 
OREGON ANIMAL HEALTH REGULATIONS
 
1.    All animals and pertinent health documents are subject to inspection by the veterinarian in attendance upon admission to, or while on, the Fairgrounds. No animal shall be admitted to or allowed to remain on the grounds that shows evidence of any infectious or contagious disease or any unsightly condition. The Fair Board or its Administrator reserves the right to require health inspection, diagnostic test, treatments and/or other animal health measures or procedures which may be necessary (to determine status of animal prior to or after entry or in case of emergencies.) Barns may require a health check prior to entry into the barns.

2.    Owners or exhibitors of any animals under treatment or having received treatment for any infectious disease or condition within 30 days of entry must present a “Statement of Treatment” from their veterinarian. All animals must be tattooed, tagged or marked in some form to assure identification of animals. Any animal not marked may be eliminated from judging. Individual Barn Superintendents shall determine and have available methods of marking animals. There shall be a small fee for this to cover the cost of materials required. More than one method may be acceptable. Contact the Barn Superintendent or Fair Office for more information.

3.    AN OREGON PERMIT must be obtained from the State Veterinarian’s Office, State Department of Agriculture, Salem, Oregon 97310 (541-986-4680) for ANY AND ALL LIVESTOCK entering the State of Oregon for exhibition or other reason. Entry is subject to the conditions of the permit. A Horse rand inspection is not a permit.
 
4.    An OFFICIAL HEALTH CERTIFICATE issued by an accredited veterinarian may be required showing the permit number on the face thereof and individual identity on all animals in cases where test and/or vaccinations need to be documented. A copy of the Health Certificate must accompany the animals and be presented to the veterinarian in attendance upon admission to the Fairgrounds.

ANIMAL HEALTH GUIDELINES
The following is a guideline to be followed by the Superintendents, members of the Fair Board and the Fair Veterinarian.

1.    A committee of three, comprised of one Barn Superintendent, one Fair Board member and the Fair Veterinarian will make the final decision if an animal is to leave the premises.

2.    The primary responsibility for complying with health requirements rest with the owner, followed by the Barn Superintendent, Fair Board member and the Veterinarian respectively.

3.    DEFINITION OF RESPONSIBILITIES:
(a) BARN SUPERINTENDENTS: assist owners in complying with health requirements and advise Fair Board of non-compliance.
(b) FAIR BOARD MEMBER: assist Barn Superintendent and advise owner of
noncompliance with health requirements.
(c) FAIR VETERINARIAN: walk through inspection to inform committee of any existing problems and to assess if the Fair Board is fulfilling regulations and policies as defined in the fair book.

4.    There shall be no tattooing or breeding on the Fairgrounds without the permission of the Fairboard.

5.    Tampering with animals by means of artificial coloring or artificial means such as hormones, enhancement or artificial injection is strictly prohibited. All animals having evidence of such treatment will be barred from exhibition and/or prize awards.
09 General Fair/ Rodeo Rules & Regulations
Any person who violates these rules or any other rule adopted by the Fair Board may be excluded or ejected from the Columbia County Fairgrounds.
 
1.    No person who attends the Columbia County Fair, auto races or other public events at the fair shall consume, or have in their possession, any alcoholic beverages unless the alcoholic beverage is obtained from a duly authorized concessionaire at the Fairgrounds. Alcoholic beverages shall include any substance described in ORS 471.995, except as lawfully prescribed by a physician or authorized health practitioner.

2.    There shall be NO dogs allowed on the Fairgrounds, except seeing-eye and hearing-aid dogs, or those in scheduled entertainment or participating in a show. Vet checks are required for all animals on the grounds.
 
3.    No water squirting devices are allowed on the Fairgrounds at any time.
 
4.    All vehicles must be off the Fairgrounds by 9:30am each morning during the week of Fair, and are not permitted back on the Grounds until 5:00pm Sunday, unless authorized by the Fair Board or its Administrator, and display an authorized vehicle pass.
 
5.    There shall be no smoking at the Columbia County Fair except in designated smoking areas.  
 
6.    Check writing policy:There shall be no checks accepted for admissions at the gates or the Fair Office during the week of Fair. Checks are accepted for exhibitor entry fees or with the approval of a Fairboard member or the Fair Administrator. There will be a penalty of $25 for any returned checks. No checks will be processed through the bank a second time. The fees and penalty must be paid by money order, cashier’s checks or cash. Any person having an outstanding debt with the Fair is ineligible to make entry in any department or write checks for any reason to the Fair.
 
7.    No skateboards, roller blades, roller skates or bikes are allowed on the grounds during any public event, for safety reasons unless registered in a scheduled event.
 
8.    Any person conducting a business during the annual fair, wishing to solicit funds, signatures on petitions, sell or distribute literature, buttons, balloons, gifts, or any other items to support his or her own interests or the interests of any profit or nonprofit organization, of any political candidate or ballot measure, or engage in campaigning of any kind must first obtain a booth, stand or designated area from the Columbia County Fair Board, and then may solicit, sell or distribute only within 1 foot from the perimeter of the booth, stand or designated area.
 
Any person found soliciting, distributing or selling outside the area assigned them for that purpose will be asked for their identification, the name of the organization (if any) they represent, and the location of the booth, stand or designated area (if any) out of which they are working. The person will then be directed to return to the designated area or, if no such area has been obtained, they will be asked to immediately sis from campaigning, soliciting, distributing or selling. If the person continues they will be asked to leave the Fairgrounds.
 
9.    The Fair Board will authorize concessions and exhibits as required to supply the necessary wants of the people, or that may add to their comfort, convenience and pleasure.
 
10.The Fair Board will use every precaution to guard against the practice of extortion in any form upon the patrons of the Fair. Any violation of this rule will result in forfeiture of any contract or money paid, and expulsion from the Fairgrounds.
 
 
11.There shall be no raffles conducted on the Fairgrounds outside of a rented vendor space except as approved by the Fair Board or its Administrator.

12.There shall be no barbecues, private parties or large group gatherings, except in the camping area, unless approved by the Fair Board or its Administrator.

13.Parking lot entrances, exits and travel lanes must not be obstructed. Interference with traffic flow and with authorized attendants is prohibited.
 
14.No person shall place pamphlets, leaflets or other material in or on vehicles without consent of the driver or owner of the vehicles.
 
15.Loudspeakers and other sound devices are prohibited except as approved by the Fair Board or its Administrator.

16.Unattended vehicles in unauthorized areas may be towed away at the owner’s expense.
 
17.All deliveries during Fair must be made between 7:30am and 9:30am each day. All delivery vehicles must be removed from the grounds by 9:30am during Fair.
